The sign in the picture is in Peekskill, NY. If you head East on Main Street, you'll see the sign at the corner of James Street. As you can see in the map, James Street is one way Northbound, hence the one way sign. The right turn for US 202 and NY 35 is at the next corner which is Broad Street.

It's a short block. I guess they wanted to save a sign post. Here's a picture that shows it all. You can see Broad Street ahead at the traffic light where the car is waiting to turn right onto Main.
